Sicily K. Kariuki (Mrs), EGH

CABINET SECRETARY -MINISTRY OF PUBLIC SERVICE, YOUTH AND GENDER AFFAIRS, REPUBLIC OF KENYA

Sicily K. Kariuki (Mrs.), EGH is Cabinet Secretary, Ministry of Public Service, Youth and Gender Affairs, a newly established Ministry, following the reorganization of the Executive by His Excellency, The President of Kenya in December 2015. The new Ministry, in the Office of the President encompasses three critical areas of focus, which have Constitutional imperatives and uphold key promises by Government to its Citizens.

Sicily holds ministerial responsibility for the portfolio of public service transformation, and youth and gender empowerment programmes which include among other initiatives- One Stop Shops-Huduma Kenya, National Youth Service, Affirmative Action Funds (Women Enterprise Fund, UWEZO, YEDF, NGAAF) and Kenya Youth Employment Programme. She has spearheaded the delivery of this programmes towards the; socio economic empowerment of youth and women, elimination of Gender Based Violence in all its forms, including FGM; increasing participation of women in political and public spaces among other gender equality gains in the Constitution.

During her short tenure, the Cabinet Secretary has led her Ministry to review the Governance and management of key programmes such as the NYS and YEDF and put in place measures to ensure prudent and efficient utilization of public resources. The result of these measures has led to strengthened governance in the state corporations in the Ministry, a massive and nationwide upscale of the youth empowerment programmes. Under her leadership, the Ministry team continues to place emphasis on delivery of effective and impact driven initiatives.

Sicily was recently appointed as the third Vice-Chairperson of the new Bureau of The African Union, Specialized Technical Committee No. 8, and consequently Chair of the Sub-committee on Public Service and Administration. She is tasked with working with other Ministers in charge of public service from AU Members States, to boost the quality of public service performance and accountability across Africa.

In December 2016 , His Excellency, the President bestowed upon the Cabinet Secretary the Second Class, Elder of the Order of the Golden Heart (EGH) of Kenya in recognition of her distinguished and outstanding services rendered to the country Prior to this appointment, Sicily was Principal Secretary, State Department of Agriculture, Ministry of Agriculture, Livestock and Fisheries, responsible for the operations of the State Department of Agriculture, ranging from agriculture policy development, agriculture research and development, irrigation implementation programs and other interventions focusing on food security, especially access to credit, insurance and inputs.

Sicily had previously served as Managing Director/Chief Executive Officer of Tea Board of Kenya (TBK) for a period of 8 years. During her tenure at TBK, Sicily led the tea industry to become Kenya’s top foreign exchange earner, bringing in over Kenya Shillings 130 billion (1.5 Billion US Dollars) in foreign exchange earnings in 2012.

She also worked in the private sector within Kenya’s vibrant horticulture & floriculture industry as the Chief Executive Officer of Fresh Produce Exporters Association of Kenya (FPAEK) and also worked in Kenya Investment Authority (KENINVEST). Sicily holds degree from University of Nairobi , has a Masters of Business in Administration degree with specialization in strategic management from ESAMI/Maastricht School of Management and Post Graduate qualifications in Food Laws and Regulations from Michigan State University. Sicily has served on several International Boards.

Dr. Joyce Cherono Laboso

GOVERNOR, COUNTY GOVERNMENT OF BOMET

Dr. Joyce Cherono Laboso was born on 25th November, 1960 in Sotik, Bomet County, Kenya. She is among the first elected women Governor in kenya , first Deputy Speaker of the National Assembly of Kenya and also serve as Member of Parliament for Sotik Constituency. Joyce Laboso went to Molo Primary School for her primary education. Afterwards she joined Kenya High School, Nairobi for her Secondary and A-level education. Between 1980 and 1983 she was an undergraduate Student of Kenyatta University pursuing a degree in B. Ed (arts) in French, literature and education. Between 1984 and 1985, Joyce Laboso did a Postgraduate Diploma in teaching French Language at the University of Paul Valery in France. Between 1989 and 1991, she proceeded to do an MA in teaching English as a foreign language in the University of Reading in the UK. Between 2002 and 2006, she pursued her studies at the University of Hull in the UK, undertaking a PhD in gender and language education.

Joyce Cherono Laboso was a High school teacher of Kipsigis Girls High School teaching French between 1985 and 1989. Between 1990 and 1991 she was an Assistant lecturer of Egerton University. In 1991, she became a full Lecturer of Egerton University where she maintained that position upto the year 2000. In 2001, Joyce Laboso became the Assistant dean of students of Egerton University until 2002 when she went to Farrow House Education Center, Hull, United Kingdom and became a special needs lecturer. She lectured between 2003 and 2006. In 2007, Joyce Laboso was the coordinator, communication and media, library and information studies programmes at Department of Language and linguistics at Egerton University and served as a Commissioner of the National Commission on Gender and Development until when a political career came calling.

Joyce Laboso was elected to the Parliament of Kenya to represent the Sotik Constituency in a by-election held on September 25, 2008 succeding her sister. In 2013,she was re- elected for second term and also the first female deputy speaker with majority votes.Hon. Dr. Laboso was elected the first African woman to hold the position of Co-President of the African Caribbean and Pacific – European Union Joint Parliamentary Assembly from 2013 to 2014.Dr. Laboso is also a Member of Kenya Women Parliamentarians Association (KEWOPA), a forum that provides her an opportunity to mentor women in politics and guides those interested in political offices.During the 2017 general elections Dr. Laboso as elected Bomet Governor after defeating former Council of Governor Isaac Ruto with a bigger margin and been among the first women Governors elected in Kenya.

Kevin Osido

EXECUTIVE DIRECTOR OF COUNTY GOVERNANCE WATCH (CGW)

Kevin Osido serves as the Executive Director of County Governance Watch (CGW), an NGO whose purpose is to provide solutions for socio-economic and political development in the counties of Kenya by offering platforms for engagement in strengthening the county governance systems and making the voices of the people count in the management of their resources and decision making processes of their affairs; while working with communities to provide solutions to the questions of good governance, democracy, youth participation, representation and women empowerment.

Beyond his passion for the place of the youth and women in peace and security; he is keen in driving service delivery through public participation in the Counties. A Master of Science in Governance degree holder, Kevin has vast experience in working with Kenya National and County government Ministries, Departments and Agencies, development partners and local community networks, especially women and youth who form the biggest population of drivers for socio-economic and sustainable development. He is a Governance Trainer who has generated knowledge in governance, leadership and social development in Kenya, East Africa and the Great Lakes Region, where he also serves as the National Chairman of the International Conference on the Great Lakes Region (ICGLR) Civil Society Forum of the Kenya Chapter and the Conference’s Regional Chairman representing 12 countries in the Democracy and Good Governance Thematic area.

Mwangi Githaiga

MANAGING DIRECTOR OF KENYA WOMEN MICROFINANCE BANK

Mr. Mwangi Githaiga is a visionary leader who has made great strides in championing sustainable developmental growth initiatives in the Microfinance Industry especially by fostering financial inclusion to alleviate poverty for low and middle income women and their families with an aim of uplifting their living standards.

As the Managing Director of Kenya Women Microfinance Bank Ltd, Mr. Mwangi’s leadership has grown the institution from a Deposit Taking Microfinance to a fully-fledged Microfinance Bank serving over 800,000 clients in 45 out of the 47 counties with a team of 2,800 competent and well-motivated employees.

Mr Mwangi has introduced many enriching empowerment programs at KWFT that have transformed the youth and women customers both socially and economically thus accomplishing of KWFT Mission. He has also steered development of new, innovative financial products and services, technological advancements and mobilization of financial resources in line with the Institution’s strategy.

Mr. Mwangi has served as the Board Chair of the Association for Micro-finance Institutions (AMFI) and is currently also a board member of KWFT. He is a key member of different professional bodies and is a respected and celebrated mentor in Thought Leadership, Business, Finance, Community development and Human Capital Engagements.

Debra Mallowah

General Manager GlaxoSmithkline Consumer Healthcare, East Africa

Debra is the General Manager, Consumer Healthcare at GlaxoSmithKline, East Africa. Based in Nairobi, her remit covers 8 countries in East Africa & the Islands including Kenya, Uganda, Tanzania, Ethiopia, Mauritius and Madagascar. She is a highly-accomplished leader with a wealth of experience in consumer packaged goods gained in leading multinationals companies. She has a strong track record of delivering growth at international, regional and local levels. She is considered a challenging and versatile leader and capitalises on strong business acumen and confident leadership talent to steer teams in new directions.

Prior to joining GSK, Debra was Vice President of Unilever Africa where she led a diverse team of professionals based in Durban and South Africa. Other previous positions held include Group Marketing & Innovation Director of East Africa Breweries Ltd (EABL), Regional Marketing Manager of Diageo Plc and Group Product Manager of British American Tobacco. Debra is widely travelled and has worked and lived in Kenya, the United Kingdom and South Africa during the span of her career.

She holds a B. Com (Hons) degree from the University of Nairobi and an Advanced Management diploma from IESE, Spain. She sits on the Advisory Council of Womens’ World Banking and is a member of the Africa Leadership Network. She has served as an Advisory Council member of the Africa Retail Congress. She was honoured by the Marketing Society with a warrior award for developing world class brands in the region. She is a trustee of the Art of Music Foundation.

Debra’s interests include global travel, African art, community service and the adventure of discovering and meeting new people.
